Better in the vault then risking losing money on characters that the general public has limited interest in. Top tier characters are top tier because the public knows them and wants to see them. It's a wise move.</description>

		<description>They should turn New Line into DC studios, putting out genre films on a limited budget. Warners will never put out more than one or two DC titles a year, and that's mostly super high budget Batman, Superman, etc. Warners will never reach deep into the DC catalog or go beyond the top tier characters. Meanwhile, DC has hundreds of characters in its vault. 

That intellectual property can't be monetized through licensing because TW is afraid of foregoing potential profit. So the potential just sits there in DC vaults, not earning any film money and with no prospects to ever be monetized that way. It's incredibly wasteful and stupid.</description>
