Vegas grew up, took responsibility and stopped burying people in the desert, so, maybe there is some hope for Hollywood. But a few laws that work extremely well in most big cities are not laws in LA. For example, in most big cities it is illegal for police to work part time for PIs or in any kind of off duty investigations, because what comes with it is an automatic appearance of impropriety. If an off duty cop is knocking on your neighbor's doors asking questions, that would put a creepy intimidating message out there that a cop has it out for you. But even if you learn as Garry Shandling did, that a cop is working behind the scenes, that can scare you into thinking practically anything, that drugs will get planted in your car or something. So, what is banned in most big cities is legal in LA and you're looking at the result of that. Trying to serve two masters leads to corruption.
